The proposed 2008-2009 Long and Short Track Regulations were approved by the USS Board of Directors on September 13, 2008 at the Fall Board Meeting in Salt Lake City, UT. To find these regulations, visit our website at www.usspeedskating.org and click on the "Competitions, Events & Results" tab then scroll down to the board meeting listing. Or click on the "About USS" tab and go to "Governance/Board Meetings" and click on "Reports of Actions." The regulations will soon be placed under the "USS Rules" link on the homepage.

These look to be the standard regulations which are mostly likely reviewed for changes each year. There is no revision section to the documents, meaning that you have to read thru the whole thing and determine for yourself what has changed from the previous year, if anything.
A couple of things:
I searched the ST regulations for "video" and found nothing (so it looks like there is no mention of videoing...I'm not sure if any decision of that would be found in either of these documents).

INTERNATIONAL EVENT QUALIFYING CRITERIA (2008-2009 Season)
2008 Fall World Cups (#1, #2, #3, #4)
Eligibility:
ISU Rule 286 determines the eligibility of the USA to submit entries for these competitions.
Entry Quotas:
The 2008 Fall World Cup Team may be comprised of up to 6 Ladies and 6 men.
Selection Procedures:
A) Any skater who places in the top three overall classifications at the 2008 World Short Track Speedskating Championships will be pre-selected to compete in the 2008-2009 Fall World Cups #1, #2, #3 and #4.

We were discussing over in the ST AM Cup I thread, the implications of AO not signing up for this weekends meet. Guess this is why. As was suggested he draws a 'bye'...not because he is World Champion but because he was in the top 3 overall classifications at the 2008 World Short Track Speedskating Championships .
Hm....so you being a world champion has nothing to do with tgetting into next year's WC, if I read this right...

Eligibility:

The 2009 Fall World Cup #1, #2, #3 and #4 Team may be comprised of up to six (6) Ladies and six (6) Men and may be adjusted accordingly based on ISU quotas and regulations.

A) The selection competition will be the 2010 U.S. Short Track Speedskating Championships. From this competition the team will be selected to attend World Cups #1, #2, #3 and #4. Those selected to the World Cup Team will be the same skaters who qualify for the 2010 Olympic Team plus the Alternate.B) To be eligible, World Cup skaters must commit to attend World Cups #1, #2, #3 and #4.
2010 Olympic Games Team Selection Process
All selection criteria, required events, processes and procedures for Olympic Team selection has been approved by the US Speedskating Board of Directors. These documents have been submitted to the USOC for approval. Once approved, it will be published separately on the USS and USOC websites.
