You wouldn't have to wax to get that look. Magazines just retouch the photos. Notice how smooth all over he looks--no hair on his arms, no moles on his face.
He doesn't seem like the type who would go in for waxing to me. He's been photographed plenty looking scuzzy, so he doesn't seem like he minds. Just my opinion.
Compare it to the pose in Men's Magazine where he's in just shorts. That picture is darkened and he looks like he has more hair than usual. Lighten the picture up like Cosmo, and it looks like he has less.
He's very versatile!

Like hair around the 'breast' area of a man, and belly hair. I love facial hair too, I used to hate it when i was younger, now most attractive guys have it. Teehee.
