AH! you beat me to it. And also, from the same document, p. 11: After fumbling around so much last year and trying to learn the ropes, this year I just put the regulations on my computer desktop so its handy...
DNS = DId Not Start =====
J) Disqualifications, Did Not Start, Did Not Finish
1) Any skater disqualified in the first round of a distance, whether it be a heat or quarter final or semi-final, will receive a rank that is equal to the number of skaters in the field and receive Final Points according to that rank. Disqualified skaters will not compete in a quarter-final, semi-final or final in that distance.
2) Any skater disqualified in a subsequent round will receive a rank equal to the number of skaters in that round and receives Final Points according to that rank. Disqualified skaters will not advance to subsequent rounds.
3) If a skater is disqualified in a final, the skater will receive a rank equal to the number of skaters in that final and receive final points according to that rank.
4) If a skater does not start a race in the first round of a distance, the skater will be disqualified from races at that distance and receive no points for that distance. If a skater does not start a race in a subsequent round of a distance, the skater will be disqualified from races at that distance and receive a rank equal to the number of skaters in that round and receive final points according to that rank.
5) A skater must finish the entire distance or will be considered disqualified. If the referee, at his/her discretion feels that the skater was prevented from finishing due to reasons beyond the skater’s control, then the referee may declare the skater having reached the finish, but no time will be recorded.

From the same document, also on page 24:
INTERNATIONAL EVENT QUALIFYING CRITERIA (2008-2009 Season)
2008 Fall World Cups (#1, #2, #3, #4)
Eligibility: ISU Rule 286 determines the eligibility of the USA to submit entries for these competitions.
Entry Quotas: The 2008 Fall World Cup Team may be comprised of up to 6 Ladies and 6 men.
Selection Procedures: A) Any skater who places in the top three overall classifications at the 2008 World Short Track Speedskating Championships will be pre-selected to compete in the 2008-2009 Fall World Cups #1, #2, #3 and #4.
Apolo Ohno – 1st 2008 World Short Track Speedskating Championships
B) The selection competition will be the American Cup I - Short Track. From this competition the team will be selected to attend World Cups #1 & # 2 and World Cups #3 & #4.
C) To be eligible, World Cup skaters must commit to attend both World Cups #1 & #2 and / or World Cups #3 & #4. When two consecutive World Cup events are in North America, a skater may opt to compete in one of the two events due only to speedskating conflicts with other scheduled competitions with the approval of the High Performance Director and appropriate World Cup Team Coaching Staff.
D) Skaters placing first in an individual World Cup distance (500m, 1000m, 1500m) at the selection event will earn a berth on the World Cup team. Priority for each event will then be given based on the final classification from each individual distance, not counting the 1500m Super Final.
E) Remaining spots on the World Cup team, up to a maximum of six (6) total Ladies/Men, will be filled based on the overall final classification in descending order of the selection competition.
F) US Speedskating may elect to not send a full quota of skaters. US Speedskating may elect at any time to not send a team to any World Cup event.
G) The coaches shall have the discretion to select which remaining skaters compete at each individual distance and the relay event at the World Cups #1, #2, #3 and #4.
